What is actually different here

The market moves in days. A candidate applying to several venues will often accept whichever replies first with a definite offer, so a two-week internal process is functionally a decision not to hire them.

Schedules are the product. Split shifts, evenings, weekends and seasonal hours determine who can take the job at all.

Volume arrives with a season. Hiring twenty people before an opening is a different exercise from hiring one, and it is where inconsistent screening fails most visibly.
